As a suggestion based only on looking at the pictures I think you could make a reasonable approximation of the gnomes by starting with a small cone (Styrofoam maybe?). Cut some strands of yarn for the hair and attach them to the top of the cone (glue, hot glue, or rubber band). Use some kind of stretchy fabric to make a little hat and put it over the top. (Conveniently this will cover up the top of the cone where you attached the yarn to make the hair.) Actually after looking at the pictures again the hats look like felt. You could cut a tall skinny triangle out of a piece of red felt and then roll it into a hat. You could either sew it together or use glue. Next scrounge up whatever small round object you can find (pom pom, bead, etc.) and glue it on for the nose. Finally if you want the white accent on the hat find something whispy and threadlike that you can glue on. Maybe you could unravel a piece of yarn. If you decorated for Halloween and have any of those fake cobwebs pull a few strands from that. Please take this with a few grains of salt as I just make it up from looking at the pictures. The gnomes look pretty basic without a lot of detail so I'm sure you can come up with something. Good luck!
