Well this is a difficult question. If some of the paint has been removed you won’t get a smooth finish. I would probably use a chalk paint. If you want to know more about chalk paint we have and ebook that goes through the dos and donts.

I have a black mirror I am updating but found that removing the black paint was to hard. So I am trying to paint over it, and the distressed look is best for these antique mirrors, in my opinion.
